RESOLUTION TO AMEND AND EXTEND THE HUD LEAD ABATEMENT GRANT AGREEMENT WITH THE MICHIGAN DEPARTMENT OF COMMUNITY HEALTH



RESOLUTION #99-108



WHEREAS, lead poisoning is a preventable problem that causes physical and mental problems, primarily in young children; and



WHEREAS, the Michigan Department of Community Health (MDCH) has two grant agreements with Ingham County to implement lead poisoning monitoring and abatement activities; and



WHEREAS, the HUD Lead Abatement Grant Agreement is in effect for the period November 1, 1996, through April 30, 1999, and the MDCH has offered to extend the period of the agreement through September 30, 1999, and provide an additional $17,777 in funding; and



WHEREAS, the County has issued an RFP for subcontracting a portion of the work (assessing the identified houses for lead hazard, developing the specifications for abating the lead hazard and overseeing the actual lead abatement work being done by a licensed lead abatement contractor) and PSI (Professional Services Industries, Inc.) was the lowest, fully qualified bidder; and



WHEREAS, the Health Officer has advised that the continuation of this program is anticipated in the Department's 1999 budget and has recommended that the Board of Commissioners authorizes the amendment to the HUD Lead Abatement Grant Agreement and the subcontract with PSI.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes an amendment to the HUD Lead Abatement Grant Agreement, originally authorized by Resolution No. 96-281.



BE IT FURTHER RESOLVED, that the amendment shall extend the November 1, 1996, through April 30, 1999, period of the agreement through September 30, 1999.



BE IT FURTHER RESOLVED, that the budget for the five-month extension period shall be $47,777, composed of $30,000 which is unexpended from the original budget and an additional $17,777 provided by the Michigan Department of Community Health.



BE IT FURTHER RESOLVED, that the budget for the new grant period, November 1, 1996 through September 30, 1999, shall be $182,777, all of which is state/federal funds.



BE IT FURTHER RESOLVED, that the service goal for the extended five-month period is to abate lead hazards in 20 homes.

BE IT FURTHER RESOLVED, that a subcontract with PSI (Professional Services Industries, Inc.) is authorized for up to $30,000 for the purposes of assessing the identified houses for lead hazard, developing the specifications for abating the lead hazard and overseeing the actual lead abatement work to be performed by a licensed lead abatement contractor.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the amendment and the subcontract after review by the County Attorney.
