RESOLUTION TO AUTHORIZE A STATE OF MICHIGAN AGREEMENT FOR ENHANCED MEDICAID ELIGIBILITY ASSISTANCE AND CASE MANAGEMENT SERVICES



RESOLUTION #99-012



WHEREAS, the State of Michigan has expanded Medicaid coverage for children through age 19 who live in families with incomes at or below 185% of the Federal Poverty Level, and has developed the MIChild Program to provide health insurance for children through 19 years of ages with family incomes between 185% and 200% of the Federal Poverty Level; and



WHEREAS, the State is attempting to improve the opportunity for persons eligible for Medicaid to be screened for eligibility and to improve the efficiency of the eligibility determination process; and



WHEREAS, the State has issued a Request for Proposal for agencies to develop community programs to reach out to Medicaid eligible persons and to improve the eligibility determination process; and



WHEREAS, the Ingham County Health Department, in collaboration with the Tri-County Office on Aging and the Ingham County Family Independence Agency developed a response to the State RFP, and the State has awarded a $240,000 grant to Ingham County; and



WHEREAS, the proposal will create a more coordinated, unified system to support Medicaid outreach, education and application assistance by training and equipping a wide array of community organizations with the technology and knowledge they need to help people apply for a variety of state and local programs; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners accept the grant and authorize a contract with the State of Michigan and subcontracts to implement the grant.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes an agreement with the Michigan Department of Community Health to support outreach and eligibility support for persons potentially eligible for Medicaid, MIChild and other government sponsored health insurance and health benefit programs.



BE IT FURTHER RESOLVED, that the period of the agreement shall be January 4, 1999 through September 30, 1999 and that the total state funding shall not exceed $240,000.



BE IT FURTHER RESOLVED, that a subcontract with the Tri-County Office on Aging, for up to $19,890, be authorized to support outreach and eligibility support efforts to the population served by that agency.



BE IT FURTHER RESOLVED, that a professional services subcontract, for up to $33,700, is authorized for marketing and advertising consulting services to the project team and for strategic advertisement of the Healthy Kids program and the availability of application assistance services, through billboards, the media, etc. The subcontract will be awarded using the County's standard RFP process administered by the Purchasing and Properties Department.

BE IT FURTHER RESOLVED, that a professional services subcontract, for up to $30,000, is authorized for consulting services to assess the computer capabilities and user skills of community-based organizations; for the development of a plan to achieve the project objectives through computer assisted applications and linkages, including linkages with the State of Michigan; and for the implementation, testing and training of staff in the use of the chosen software and hardware. The subcontract will be awarded using the County's standard RFP process administered by the Purchasing and Properties Department.



BE IT FURTHER RESOLVED, that mini-grants with a minimum of 15 community-based clinics and agencies are authorized, for up to $37,500 in total, are authorized at an average cost of about $2,500, for the purchase of computer and telecommunications equipment, software and technical assistance, to support the eligibility assistance and case management capacities of the community agencies.



BE IT FURTHER RESOLVED, that the following, grant-funded, full-time temporary positions be established for the duration of the agreement:



Health Educator III, ICEA Professional 06

Community Health Representative II, UAW TOPS 08

Clerk Typist II, UAW TOPS 05



BE IT FURTHER RESOLVED, that the Management Information Services Department Director is authorized to expend up to $8,000 to purchase computer equipment and software to support the implementation of the grant and agreement.



BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department's 1999 budget to implement this resolution.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the agreement, the subcontracts and the mini-grants after review by the County Attorney.
