INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO ESTABLISH A PHYSICIAN POSITION IN THE HEALTH DEPARTMENT

RESOLUTION #99-013

WHEREAS, the Health Department utilizes a mix of employed and contracted physicians to provide medical direction and clinical services; and

WHEREAS, the County has historically contracted with Michigan State University for much of the physician services to support the network of community health centers operated by the Health Department; and

WHEREAS, Michigan State University is not able to provide the needed level of physician services, but will continue to be an important source of contractual physician services; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners establish a new position of physician to serve the network of community health centers, and has advised the Board that the funds to support this position are available in the contractual services line items in the Health Department's 1999 budget.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners establishes, effective February 1, 1999, a new physician position, M-18, in the Health Department in lieu of services previously obtained through a contractual arrangement.

BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department's 1999 budget to move funds from the contractual services line items to salary and fringe benefit line items to support the employment costs of the new position.

BE IT FURTHER RESOLVED, that the new position shall be posted and advertised by the Human Resources Department and filled following standard County procedures.

BE IT FURTHER RESOLVED, that it is the intent of the Board of Commissioners and the Health Department to re-examine this arrangement and consider reconversion to a contractual arrangement when feasible to do so.
