INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING ADOPTION OF AN AMENDMENT TO THE AGREEMENT FOR THE TRI-COUNTY METRO NARCOTICS SQUAD AND A CONTINGENCY FUND APPROPRIATION

RESOLUTION #99-148

WHEREAS, Ingham County participates with Eaton County, Clinton County, the City of Lansing, and the Michigan State Police in the Tri-County METRO Narcotics Squad; and

WHEREAS, the operational costs of the Tri-County METRO Narcotics Squad has traditionally been paid for through a combination of a grant, drug forfeiture funds, and in-kind services contributed by the participating entities; and

WHEREAS, the amount of drug forfeited funds available are no longer sufficient to completely fund the

proportionate share of operational costs (approximately 50%); and

WHEREAS, the participating entities have devised a new funding proposal for all the entities to approve; and

WHEREAS, the Ingham County Board of Commissioners approved through Resolution #98-302 a new funding proposal effective July 1, 1999, subject to:

1) the agreement of the other participating entities including Eaton County, Clinton County, the City of Lansing, and the State of Michigan;

2) the Controller's recommendation to the Board on the financing of up to $103,750 as the Ingham County proportionate operational expense for the 1999 Tri-County METRO Narcotics Squad budget for the period of July 1, 1999 through December 31, 1999;

3) the Board of Commissioners appropriating the County's proportionate share of operational expenses for Ingham County's portion of the Tri-County METRO Narcotics Squad budget included in the County's 1999 fiscal year and the approval of the amendment to the agreement by the Controller, Law & Courts and Finance Committees.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby adopts the attached "Amendment to Agreement to Establish Procedures for Disposition of Property Seized by the Tri-County METRO Narcotics Squad" effective July 1, 1999, subject to agreement of the other participating entities including Eaton County, Clinton County, the City of Lansing, and the State of Michigan.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes an appropriation from the 1999 County Contingency fund up to $103,750 for the purpose of providing the Ingham County proportionate operational expense for the 1999 Tri-County METRO Narcotics Squad budget, for the period of July 1, 1999 through December 31, 1999.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign the attached contract documents with no material changes to the agreement and upon approval as to form by the County Attorney.
