RESOLUTION TO APPROVE THE VOLUNTARY REMOVAL OF THREE ICEA POSITIONS TO MANAGEMENT



RESOLUTION #99-162



WHEREAS, there are three positions in the Bureau of Environmental Health in the Health Department requiring supervisory duties and yet the positions are within the Ingham County Employees' Association (ICEA); and



WHEREAS, the ICEA agrees there is a question as to whether these positions belong in the County Professional Bargaining Unit; and



WHEREAS, the ICEA, with the full concurrence of the three employees affected, agreed to voluntarily allow the County to negotiate directly with these three employees (i.e., Terry Anderson, Garry Rowe, and James Wilson) over their terms and conditions of employment; and



WHEREAS, negotiations have concluded to the satisfaction of each of the three employees, and the ICEA agrees to the voluntary removal of these three positions from the unit to be placed within management.



THEREFORE BE IT RESOLVED that effective payroll period following Board approval, the following positions shall be transferred to management as indicated:

BE IT FURTHER RESOLVED, that Mr. Anderson and Mr. Rowe receive a $1,000 one-time payment upon implementation of this transfer to compensate for their loss of future, separate COLA payments.

BE IT FURTHER RESOLVED, the above stated three positions will be placed under the Managerial Compensation Plan at the levels indicated above and the employees will receive the benefits as afforded to all other managerial employees.



BE IT FURTHER RESOLVED, that Corporation Counsel will draft a letter of understanding between the County and the ICEA regarding this transfer.
