RESOLUTION FOR THE PURCHASE & INSTALLATION OF EQUALIZER ASSESSMENT/EQUALIZATION SOFTWARE SYSTEM FOR THE EQUALIZATION/TAX SERVICES DEPARTMENT, EQUALIZER TAX SYSTEM AND DELINQUENT TAX SYSTEM FOR THE TREASURER'S OFFICE AND EQUALIZER ASSESSMENT AND TAX SYSTEM SOFTWARE FOR EACH OF THE 13 LOCAL UNITS OF GOVERNMENT CURRENTLY ON THE COUNTY'S SYSTEM



RESOLUTION #99-166



WHEREAS, the Ingham County Equalization/Tax Services Department and the Treasurer's Office currently provide assessment and tax collection data processing services for 13 local units of government (9 Townships, 1 City, and 3 Villages) on software purchased from System Consultants Incorporated (SCI) in 1991, Resolution #91-305; and



WHEREAS, SCI has informed the Equalization Director, MIS Director, and County Treasurer that their software will not be Y2K compliant in time to accurately process assessment and tax data for the year 2000 tax cycle; and



WHEREAS, the Equalization Director, MIS Director, and County Treasurer in anticipation of this fact have been working together since January of 1999 to actively pursue alternative software solutions; while at the same time modifying the SCI Tax System to be Y2K compliant, which it now is; and

WHEREAS, the Equalization Director, MIS Director, and County Treasurer agree that the Bellefeuil, Szur and Associates, Inc., (BS&A) of Okemos, Michigan, proposal is the best, most cost effective solution to meet the County's statutory equalization and tax collection requirements; and



WHEREAS, BS&A's Equalizer Assessing/Equalization/Tax software is the standard in Michigan and is currently used by all local units of government in Ingham County who are not currently on the County's system; and



WHEREAS, the cost of said software and any hardware required will be paid out of the County Treasurer's Delinquent Tax Administration fund.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with BS&A Software for the purchase and installation of the Equalizer Assessment/Equalization Software System, for the Equalization/Tax Services Department; the Equalizer Tax System and Delinquent Tax System for the county Treasurer's Office; and the Equalizer Assessment and Tax System Software for each of the 13 local units of government currently on the County's (SCI) system as presented in the BS&A proposal to Ingham County dated April 20, 1999, and revised May 11, 1999.

BE IT FURTHER RESOLVED, that the contract shall include the development of the appropriate software, data conversion, appropriate licensing fees, testing installation, acquisition, related hardware, and Y2K compatibility and shall not exceed a total cost of $200,000.



BE IT FURTHER RESOLVED, that the County Controller is authorized to make any required budget adjustments.



BE IT FURTHER RESOLVED, that the local units now serviced under Resolution #91-305, will now be serviced directly from BS&A and not the County.



BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are authorized to sign the necessary contract after approval as to form by the County Attorney.
