RESOLUTION RECOMMENDING APPLICATIONS TO THE DEPARTMENT OF NATURAL RESOURCES FOR GRANTS FOR DEVELOPING HAWK ISLAND COUNTY PARK



RESOLUTION #99-193



WHEREAS, the Ingham County Park Facility Master Plan was developed under the direction of the Ingham County Board of Commissioners to establish a systematic plan to meet the goal of providing adequate recreational facilities for the residents of Ingham County; and



WHEREAS, because of the lack of water resources suitable for recreation in Ingham County, the Ingham County Parks Facility Master Plan includes among its goals and objectives the acquisition and development of available lakes and gravel pits; and



WHEREAS, the 100-acre site lies adjacent to Sycamore Creek and includes a 35-acre gravel pit making it suitable for development as a water resource oriented park; and



WHEREAS, the first phase of the project is underway with the assistance of a Michigan Natural Resources Trust Fund grant from the Michigan Department of Natural Resources in the amount of $493,000, which will include site restoration, fishing access docks, 3 picnic shelters, cross country ski rental, maintenance building, road and parking lot preparation, sledding hill; and



WHEREAS, the second phase will include the swimming area, bathhouse, beach volleyball complex, additional fishing access docks, boat rental, picnic areas, and trail/walkway construction; and



WHEREAS, this phase will provide fishing and swimming opportunities accessible to the greater Lansing population by not only automobile, but public transportation and non-motorized trail; and

WHEREAS, the proposed sources for funding for the second phase of development are as follows:



Natural Resources Trust Fund Clean Michigan Initiative

Reserved County Funds $1,275,000 $1,275,000

Natural Resources Trust Fund $ 493,000

Clean Michigan Initiative Grant OR $ 730,000

RESOLUTION #99-193



WHEREAS, the Ingham County Parks Board has recommended that the Board of Commissioners authorize applications be submitted to the Michigan Department of Natural Resources requesting grants from the Natural Resources Trust Fund or the Clean Michigan Initiative in the amount of $493,000 or $730,000, respectively; and



WHEREAS, the Board of Commissioners previously appropriated $3,000,000 through Resolution #94-192 to be used as local matching funds for the grants;



THEREFORE BE IT RESOLVED, that applications be submitted to the Michigan Department of Natural Resources requesting grants from the Natural Resources Trust Fund or the Clean Michigan Initiative in the amount of $493,000 or $730,000 respectively.
