RESOLUTION AUTHORIZING THE REORGANIZATION OF ECONOMIC DEVELOPMENT OPERATIONS IN INGHAM COUNTY



RESOLUTION #99-195



WHEREAS, the Ingham County Board of Commissioners, by the adoption of its Resolution No. 84-97, May 8, 1984, established the economic development policy pursued by the Ingham County Economic Development Corporation (EDC), in accordance with Public Act 338 of 1974, as amended; and



WHEREAS, the Department of Development has always provided the staff and operational support for the activities of the EDC; and



WHEREAS, the Department was restructured in the 1999 budget as a result of the independent study compiled by the W.E. Upjohn Institute for Employment Research and Gove Associates entitled Assessment of County Policy on Economic Development and Recommendations for Organization Development to Facilitate an Efficient Implementation of the Resultant Policy; and



WHEREAS, the appropriations in the 1999 budget and the proposed 2000 budget are intended to maintain EDC activities through a reorganized structure which includes technical and clerical support, as well as resources for special county wide economic development projects while at the same time eliminating a separate department and department director position, retitling an existing position, and shifting the supervisory responsibility for these activities to the county Controller; and



WHEREAS, the appropriate level of staff support has been determined, approved by the EDC, and is consistent with the human resource needs necessary for successfully implementing the EDC strategic plan and agenda, which was adopted by the Board of Commissioners' Resolution No. 99-101.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby eliminates the Department of Development and the Director of Development position (No. DEVDPT001), and establishes the position of Economic Development Coordinator (No. DEVDPT001) at level 4 as determined by the Human Resources Department with the duties and job responsibilities as outlined by the attached job description.



BE IT FURTHER RESOLVED, that the existing Small Business Assistance Coordinator/Grants position (No. DEVDPT004) is hereby retitled to Economic Development Specialist as determined by the Human Resources Department with duties and job responsibilities as outlined in the attached job descriptions and mutually agreed to by representatives of the ICEA.



BE IT FURTHER RESOLVED, that this reorganization shall be given immediate effect and implemented during the 1999 budget year.
