RESOLUTION AUTHORIZING ENTERING INTO CONTRACT WITH THE STATE OF MICHIGAN DEPARTMENT OF COMMUNITY HEALTH OFFICE OF DRUG CONTROL POLICY FOR THE BYRNE MEMORIAL FORMULA GRANT PROGRAM FOR THE PROSECUTING ATTORNEY'S OFFICE



RESOLUTION #99-229



WHEREAS, the Prosecuting Attorney has identified domestic violence as a continuing problem in Ingham County, with over 1,050 police incidents each year resulting from family violence; and

WHEREAS, the Board of Commissioners has identified enhancing public safety and fostering youth development as planning priorities for the 2000 budget; and



WHEREAS, the State of Michigan Byrne Memorial Formula Grant Program has awarded Ingham County a grant of $23,992 for the purpose of providing education and direct services to the victims of crime, to create a Community Education/Volunteer Coordinator for the duration of the grant, and to provide staff and resources to this effort; and



WHEREAS, the local match portion of this grant $7,997 (25%) has been given by Meridian Township Police Department, Michigan State University Department of Public Safety and Lansing Township Police, and does not encumber additional county general fund dollar; and



WHEREAS, the Community Education/Volunteer Coordinator will be responsible for recruiting and maintaining a group of 75 Crisis volunteers who will provide direct services to the victims of domestic violence, and will also be responsible for maintaining records and statistics. Provide education to local police agencies, school children and community groups. Complete performance/progress reports, quarterly program and financial reports.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorize entering into a contract with the State of Michigan Department of Community Health Office of Drug Control Policy Byrne Memorial Formula Grant Program for the Community Education/Volunteer Coordinator grant program for the time period of October 1, 1999 through September 30, 2000, for a total of $31,989, including $23,992 in state funds and $7,997 in local match to come entirely from the local police departments budgets.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners also authorize entering into the necessary subcontracts with the appropriate funding units of the local police departments for the $7,997 in local match.

BE IT FURTHER RESOLVED, that the Community Education/Volunteer Coordinator will be a contract position to be paid subject to the terms of the grant, to be effective October 1, 1999.



BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Prosecuting Attorney's 1999 and 2000 budget consistent with this resolution.

BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are authorized to sign any contract agreements authorized by this resolution subject to review and approval as to form by County Attorney.
