RESOLUTION TO AUTHORIZE MSS/ISS AND EPSDT OUTREACH CONTRACTS

RESOLUTION #99-247

WHEREAS, the State of Michigan has for many years provided local health departments with financial resources to implement outreach activities to identify residents eligible for Medicaid and to assist them in the eligibility process; and

WHEREAS, the Legislature, in the 1999-2000 Michigan Department of Community Health Appropriation Bill redirected those funds through qualified health plans with Medicaid contracts, in an effort to assure cooperation between local health departments and qualified health plans; and

WHEREAS, the outreach funds are included in the FY 2000 Health Department budget now being considered by the Ingham County Board of Commissioners; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize MSS/ISS and EPSDT Outreach contracts with the three qualified health plans with Medicaid contracts to operate in Ingham County.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes MSS/ISS and EPSDT Outreach agreements with McLaren Health Plan, Inc.; Physicians Health Plan, Inc.; and The Wellness Plan.

BE IT FURTHER RESOLVED, that the period of the agreements shall be October 1, 1999 through September 30, 2000 and the total anticipated revenue from the three agreements is $247,656.

BE IT FURTHER RESOLVED, that the responsibilities of the Qualified Health Plans (QHP) include:

• QHP's will collaborate with the Ingham County Health Department (ICHD) and develop procedures for increasing the number of children being screened by providing the names of all Medicaid member children who are due or have missed an EPSDT screen that month and live in Ingham County.



• Update member file address and phone numbers when the ICHD provides new information resulting from efforts made to contact the member.



• Provide the ICHD with the name, address and phone number (when available) of pregnant women who have missed MSS appointments.



• Designate an individual who will serve as the QHP representative for the ICHD. This individual will work with the ICHD contractor to assure appropriate communications and problem solving related to the agreement.

BE IT FURTHER RESOLVED, that the responsibilities of the Ingham County Health Department include:

• Within five business days of receipt of the list of children due for EPSDT screening, attempt to contact the family by phone, or home visit to remind parents their child(s) is due for an appointment. This will include offers to facilitate scheduling the appointment with the child's primary care physician.



• Every month report to the QHP any change in address or phone number for health plan members that result from outreach contacts.



• Within five business days of receipt of the names and addresses of pregnant women who have missed MSS appointment, attempt to contact the pregnant women.



• Coordinate with the designated QHP representative and/or MSS/ISS provider to arrange for transportation to appointments when the member requests such assistance.



• Designate an individual to serve as the QHP liaison. This individual will work with the QHP to assure appropriate communication and problem solving related to the agreement.



• Notify the Customer Service Division of the Department of Community Health of the names of any Medicaid eligibles that are not enrolled in a qualified health plan.



• Submit quarterly reports to the QHP's on a form designated by the MDCH of the following:

a. Number of referrals

b. Number of contacts made

c. Number of appointments scheduled

d. Number of refusals for service

BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the agreements after review by the County Attorney.
