RESOLUTION AUTHORIZING CONTRACTS WITH WOLVERINE ENGINEERS AND SURVEYORS, INC., RON HELSEL, P.S., ENGER SURVEYING & ENGINEERING, SUNDBERG, CARLSON AND ASSOCIATES, INC., KEBS, INC. AND SPICER GROUP FOR SERVICES AS MONUMENTATION SURVEYORS IN THE 1999 INGHAM COUNTY REMONUMENTATION PROJECT

RESOLUTION #99-35

WHEREAS, pursuant to Acts 345 and 346, 1990, the Ingham County Remonumentation Plan was submitted by the Ingham County Board of Commissioners and approved by the State Survey and Remonumentation Commission on June 24, 1992; and

WHEREAS, in an effort to find one surveyor or firm to perform all or most of the monumentation services for 1999, the Purchasing & Properties Department sent Requests for Proposals to all the licensed surveyors in Ingham, Eaton, Livingston, Shiawassee, Clinton, and Jackson Counties as well as others found in our bidders list; and

WHEREAS, no single acceptable proposal was submitted to provide the services outlined in the RFP, and it is therefore necessary to divide the work among separate surveyors; and

WHEREAS, six qualified Ingham County surveying firms have each proposed performing a portion of the monumentation services for 1999; and

WHEREAS, it is the recommendation of the Purchasing Coordinator, with the concurrence of the Remonumentation Committee, that it is in the County's best interest to authorize contracts with Wolverine Engineers and Surveyors, Inc., Ron Helsel, P.S., Enger Surveying & Engineering, Sundberg, Carlson and Associates, Inc., KEBS, Inc. and Spicer Group for services as monumentation surveyors for 1999.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the following contracts for the services of County Project Surveyors as required by Act 345, P.A., 1990, said contracts to be funded by survey and remonumentation grant funds authorized for 1999:

Enger Surveying & Engineering $20,500.00

Wolverine Engineers and Surveyors, Inc. $ 4,100.00

Ron Helsel, P.S $ 4,100.00

Sundberg, Carlson and Associates, Inc. $ 4,100.00

KEBS, Inc. $ 4,100.00

Spicer Group $ 4,100.00

RESOLUTION #99-35

BE IT FURTHER RESOLVED, that upon the request of the County Representative, Peer Review sessions will be held and each surveyor is to be paid the contracted amount of $100.00 for each Peer Review session in which he participates, with the total expenditure for Peer Review not to exceed $2,000.00.

BE IT FURTHER RESOLVED, that the County Chairperson and County Clerk have the authority to sign said contracts upon review and approval by Corporation Counsel.
