RESOLUTION TO AUTHORIZE AN ADJUSTMENT TO THE HEALTH DEPARTMENT'S 1999 BUDGET AND TO ESTABLISH A CHARGE NURSE POSITION

RESOLUTION #99-40

WHEREAS, the Ingham County Health Department operates a network of community health centers serving the health care needs of about 7,000 Medicaid eligible persons enrolled in qualified health plans, and about 10,000 to 11,000 uninsured persons; and

WHEREAS, the Health Department has worked to develop the Ingham Health Plan, a health benefit plan for low-income, uninsured Ingham County residents; the Plan is operated by the Ingham Health Plan Corporation which contracts with Ingham County to provide primary care services and coordinate other care for enrolled persons; the IHP currently has about 6,000 persons enrolled, but Ingham County will provide services to about 11,000 when the program is fully implemented; and

WHEREAS, many of the Ingham Health Plan enrollees were previously patients of the Health Department, but about 1,500 are new patients with complicated medical conditions; and

WHEREAS, the Ingham County network of community health centers is straining to provide the required care to these new patients, and the Director of Community Health Services and the Medical Director have recommended that a Charge Nurse position be established at the Otto Community Health Center; and

WHEREAS, the Health Officer has advised that revenues from the Ingham Health Plan contract will be sufficient to support the additional expenses of the Charge Nurse position, and he has recommended that the Board of Commissioners authorize an adjustment to the 1999 budget to recognize an additional $30,000 in revenue and expense and establish a Charge Nurse position.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the Controller to amend the Health Department's 1999 budget to recognize an additional $30,000 in revenue from the Ingham Health Plan and to increase the salary and fringe benefit line items by that amount in the Otto Community Health Center project.

BE IT FURTHER RESOLVED, that a position of Charge Nurse, ICEA Nursing Contract N3, be established effective March 1, 1999.

BE IT FURTHER RESOLVED, that this position will be in effect as long as there is sufficient revenue in the Ingham Health Plan contract.
