INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE AN ABSTINENCE PARTNERSHIP GRANT AGREEMENT WITH THE MICHIGAN HEALTH COUNCIL

RESOLUTION #99-41

WHEREAS, Ingham County has received Abstinence Partnership grants since State Fiscal Year 1994-95; and

WHEREAS, the Ingham County Abstinence Coalition, acting through the Ingham County Health Department, has submitted a proposal to continue activities during 1998-99; and

WHEREAS, the Michigan Health Council has advised the County that it is awarding $108,947 to Ingham County for State Fiscal Year 1998-99; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the grant Abstinence Partnership agreement with the Michigan Health Council.

THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes a grant agreement with the Michigan Health Council, 2410 Woodlake Drive, Suite 440, Okemos, Michigan 48864-3997, for the period, October 1, 1998 to September 30, 1999.

BE IT FURTHER RESOLVED, that the Michigan Health Council shall reimburse Ingham County for up to $108,947 expenditures consistent with the project budget and plan.

BE IT FURTHER RESOLVED, that a full-time Assistance Social Worker position, ICEA P-3, be continued for the duration of the grant agreement.

BE IT FURTHER RESOLVED, that the Health Department is authorized to award mini-grants of between $1,000 and $4,000 to community groups and agencies, not to exceed $8,000 in total.

BE IT FURTHER RESOLVED, that the Michigan Health Council may extend the agreement for one or more periods of 90 days upon written notification to the County with such an extension to include proportionate funding.

BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department's 1999 budget to implement this resolution and that the Board Chairperson is authorized to sign the grant agreement and the mini-grant awards after review by the County Attorney.
