INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING CONTINGENCY FUNDS FOR CONTRACTUAL ASSISTANCE TO

ASSIST THE CCAB WITH THE FURTHER DEVELOPMENT AND

IMPLEMENTATION OF SPECIAL PROJECTS

RESOLUTION #99- 61

WHEREAS, the Ingham County Board of Commissioners directed the Ingham County\City of Lansing Community Correction Advisory Board (CCAB) to work with the three Ingham County District Courts and other criminal justice agencies to identify how their offender populations are impacting the Ingham County Jail and to recommend a mix of policies, procedures, and programs designed to reduce their impact on the Ingham

County Jail; and

WHEREAS, the Ingham County Board of Commissioners requested the CCAB to provide recommendations, including the identification of any resources, which may be necessary to implement the recommendations; and

WHEREAS, new State of Michigan Sentencing Guideline, Property Crime and Jail Reimbursement Program legislation requires an analysis of the impact of the new legislation on all local correction's resources including the Ingham County Jail; and

WHEREAS, the impact of new legislative sentencing policies requires the CCAB to assess the impact of the new legislation on local resource utilization, reevaluate target populations, and redefine eligibility requirements as necessary to address the number of offenders that must now be sentenced locally, and to maximize revenue generated for the County through the State Jail Reimbursement Program; and

WHEREAS, the above special projects have and will continue to place additional, extensive time demands upon the CCAB and its single staff person in order to obtain initial agreements, establish policy framework, develop procedures, develop and implement new and expanded alternative sanctions (e.g., expanded local probation residential treatment\services), provide training, and monitor and evaluate results.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the continuation of contractual assistance for the CCAB through December 31, 1999.

BE IT FURTHER RESOLVED, that the continuation funds will come from the 1999 Ingham County Contingency Fund not to exceed $40,000.

BE IT FURTHER RESOLVED, that the Controller is authorized to make necessary budget adjustments and to amend the appropriate 1999 budgets consistent with this resolution.

BE IT FURTHER RESOLVED, the Ingham County Board of Commissioners authorizes the Board Chairperson and the County Clerk to sign any necessary contract documents that are consistent with this resolution and approved as to form by the County Attorney.
