Friend of the Court is located at 303 W. Kalamazoo, Lansing, Michigan.
This unit conducts court-ordered evaluations and referee hearing on the
issues of child custody , parenting time and child support .They are
responsible for child support collections and enforcement of orders. FOC
also gives workshops on coping with divorce and runs FOCus on the
Children, a program that helps parents guide their children through
separation and divorce. This program provides intensive services for families charged with
Child protection issues. The goals and objectives are to focus on
eliminating neglect and abusive behaviors on behalf of parents and
ensuring that children will be raised in a home environment which is
conducive to healthy emotional, physical and intellectual development.
The Program is designed to provide an early return of neglect wards from
foster care to their own home and to reduce the number of out-of-home
placements. Specific criteria must be met for a family to receive services in
this program. The Juvenile Intake Unit is located on the second floor of the Grady
Porter Building, 303 W. Kalamazoo, Lansing, Michigan. All juvenile
delinquency and child protection cases begin with a hearing held by an
Intake Referee. This is also where families can come for advice on children
who run away or are incorrigible. The Intake Department may provide
referrals to community agencies and/or informal supervision for minor
offenses. The Juvenile Casework unit is located on the second floor of the Grady
Porter Building, 303 W. Kalamazoo, Lansing, Michigan. This department
supervises both juveniles on probation and families petitioned through a
Child Protection Action. Juvenile Court Officers supervise juveniles on
formal probation, who are given specific orders to follow, which may
include counseling, payment of restitution to victims, community service,
drug screening, electronic monitoring, etc. Caseworkers in the Neglect
Services division work with families to rectify family problems to make the
home environment safe for the children. Intensive Probation Services The goal of the Intensive Probation Services Program is to provide
intensive probationary supervision and counseling for juveniles who have
been adjudicated as Court wards and who would otherwise be committed
to an out-of-home residential placement. Intensive Probation uses elements of the standard probation type services
which allow the juvenile to remain in his\her own home on a conditional
basis. At the same time, the program uses some of the same principles
which have resulted in success in the residential type environment.
Primarily these are: - limiting opportunity for delinquent acts - increased supervision and observation to insure probation violations
will not go unknown - prompt response to a violation when it does occur The Youth Center is located at 700 E. Jolly Rd, Lansing, Michigan,
directly behind the Human Service Building. This is a short-term secure
detention facility for delinquent youth from the ages of 12 to 17. It is a
self-contained program where the youth can be closely monitored in a
structured setting 24 hours per day. In addition to the intensive
supervision, the facility provides educational programming, medical
services as needed, psychological services, and counseling. The Crossroads Program, located at Peckham Vocational Industries, is a
community based, comprehensive day treatment program for serious,
delinquent youth. Through the combined efforts of Peckham Vocational
Industries, the court and the Lansing School District, this program was
designed as an alternative to long term detention or residential placement.
Crossroad's goal is to reduce recidivism, improve social functioning,
increase academic performance, maximize an individual's vocational and
personal functioning, and provide job skills training for juveniles who
have repeatedly failed in traditional settings. It is unique in that the
program seeks to combine educational, social, and vocational services at
an actual work site. Crossroads participants and their parents must make
a minimum 12-month commitment to the program. Crossroads After Hours is a short-term (4 month) personal and social
adjustment program designed by Peckham Vocational Industries and the
Family Division of the 30th Judicial Circuit Court to assist youth and their
families with the skills, support services and resources necessary to
promote more socially productive behaviors. The goal of After Hours is to
promote direct involvement in positive activities that structure leisure
time. An extension of the Crossroad's Program, After Hours is a
placement option for all adolescent youth under court supervision. The goal of the In-Home Detention Program is first, to reduce the average
length of stay in secure detention, second, to keep juveniles from
involvement in further criminal and/or status offenses throughout the
duration of Home Detention, and third, to assure that juveniles on Home
Detention would be present for Court hearings and other scheduled
appointments, such as medical or psychological evaluations. In addition, the In-Home Detention Program includes electronic
monitoring components which allows juveniles to be monitored on a 7
days a week, 24 hours a day basis. The system is most commonly referred
to as a "tether" program. This is a community based, offense specific, treatment program for male
and female preadolescent and adolescent sex offenders. It includes group,
individual and family therapy. The goal of the program is to help teach the
adolescent sex offender how to control his sexually offending behavior. The Community Service Program was established to provide juveniles,
who have been petitioned to the Court for a violation of the law, the
opportunity to perform volunteer work within their communities. This
volunteer work is recommended or Court-Ordered as a means for
increasing the juvenile's accountability and compensating the general
public for property loss/damage and time incurred by victims, employees
and police. To be successful, youth must demonstrate acceptance of
consequences for their behavior in a positive, constructive, manner which
serves society. The Program operates during the school year from October to June, with
each session being eight weeks long. The purpose is to educate the young
women in several social skill areas i.e. respecting others, anger control,
conflict resolution, etc. To provide practical reasons for the use of
appropriate skills and to expand the girls' view of options available in
social interactions. Our goal is to help court wards with potential to improve academic
performance, develop positive social skills and problem solving abilities,
identify and explore special abilities and interests, and through positive
experiences in these areas increase self esteem. This program is a cooperative effort between Michigan State University
and Ingham County, in which MSU undergraduates are trained in specific early
intervention techniques to use with youth and family. Youth are referred to the
program, prior to any formal court action. The goal of the program is to provide each young person with a program
of service tailored to their needs to help him or her avoid further
involvement with the juvenile justice system. The Volunteer works 6 to 8 hours per week for 18 weeks with the youth,
but some time is spent with the parents and significant others in the
youth's life. The Volunteer meets and works in the youth's home and
community, working on many different area, depending on the youth's
needs and interests. This program provides services for approximately 135
youth. Truancy
Program The Ingham County Truancy Court Program was established in Aug.
2001. The program is a collaborative effort between the Ingham County
Circuit Court Family Division and the school districts with Ingham
County. The program is designed to enforce the State Truancy Law.
The emphasis of this program is "On time, Every time" for each class, as
well as parental awareness. The
Continuum of Care Services Program of the 30th Judicial Circuit Court-Family
Division is a program designed to serve the needs of clients discharged from
out-of-home residential placement. We believe that the extension of
services following placement is essential not only to the success of the client,
but the family and community as well. The program will utilize a
collaboration of community resources to plan and promote a successful plan of
action. We believe this approach will facilitate a diverse community based
service for our clients.
