RESTORATION QUESTION

For the purpose of renewing and restoring funding for a comprehensive countywide 911 Emergency Telephone and Dispatch System at the same millage level previously approved by the voters in 1996, 2000, and in 2004, shall the Constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Ingham, Michigan, be renewed at 0.8431 of one (1) mill, and shall the previously authorized reduced millage of 0.0069 of one (1) mill be restored, for a return to the previously voted total limitation increase of 0.8500 mill ($0.8500 per $1,000 of Taxable Value) for a period of four (4) years (2008-2011) inclusive?
(If approved and levied in full, this millage will raise an estimated $6,790,381 for the countywide 911 Emergency Telephone and Dispatch System in the first calendar year of the levy based on taxable value. If approved and levied, a portion of the millage may be distributed to the Cities of Lansing and East Lansing for 911 operations in the Ingham County 911 Service Plan. For the purpose of protecting farmland and other open space lands, including waterways, wildlife habitat, wetlands, and other natural lands, and to encourage urban development, shall the Constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Ingham, Michigan, be increased by 0.1400 mills ($0.14 per $1,000 of taxable value) for a period of ten (10) years (2008-2017) inclusive?
(If approved and levied in full, this Millage will raise an estimated additional $1,056,323 for farmland and open space preservation in the first calendar year of the levy based on state taxable valuation. CAPITAL AREA DISTRICT LIBRARY
IMPROVEMENT PLAN
PROPOSAL

Shall the Capital Area District Library levy a new additional millage not to exceed .96 of one mill ($.96 per thousand dollars of taxable value) for the period 2008 through 2029 inclusive for the purpose of: acquiring, developing and improving sites; constructing, expanding and renovating public library buildings; providing space which may be used for the Impression 5 Science Center; equipping and furnishing the library buildings and supporting public library services in those buildings? The amount of revenue raised by the levy in 2008 is estimated to be $6,628,000.

If this proposal passes, the owner of a home with a market value of $100,000 would pay an additional $48 in property taxes.

New buildings are planned to be constructed in the following communities: City of Lansing, Delhi Township (Holt), City of Mason, Meridian Township (Okemos), and the City of Williamston. The following facilities are planned to be expanded: Aurelius Library, Dansville Library, Meridian Township (Haslett Library) Leslie Library, South Lansing Library, Stockbridge Library. The Foster Library and Webberville Library are planned for renovation.

LANSING CHARTER TOWNSHIP

MILLAGE RENEWAL AND RESTORATION PROPOSAL
FOR POLICE, FIRE AND GENERAL OPERATING PURPOSES

This millage is a renewal and restoration of millage which will expire with
the 2008 tax levy.

Shall the currently authorized millage rate limitation of 1.6647 mills
($1.6647 on each $1,000.00 of taxable valuation) on the amount of taxes
which may be assessed against all property in the Charter Township of
Lansing, Ingham County, Michigan, be renewed and increased by .0853 mill
($0.0853 on each $1,000.00 of taxable valuation) for a total authorized
millage rate limitation of 1.75 mills ($1.75 on each $1,000.00 of taxable
valuation) for a period of 5 years, 2009 to 2013, inclusive, to continue to
provide funds for police, fire and general operating purposes; the estimate
of the revenue the township will collect if the millage is approved and
levied in 2009 is approximately $583,910 (this is a renewal of millage which
will expire with the 2008 tax levy and a restoration of millage lost as a
result of the reduction required by the Michigan Constitution of 1963)?

LANSING CHARTER TOWNSHIP

TOWNSHIP CHARTER MILLAGE PROPOSAL
RESTORATION OF HEADLEE REDUCTION

This proposal requests additional millage to restore charter millage lost as a result of the “Headlee” reduction and allow the Charter Township of Lansing to levy the maximum charter millage rate for township purposes as authorized by the Michigan Charter Township Act.

Shall the current charter millage rate limitation on the amount of taxes which may be assessed for township purposes against all property in the Charter Township of Lansing, Ingham County, Michigan, be increased by 0.2435 mill ($0.2435 on each $1,000.00 of taxable valuation) commencing in the year 2008, and without limitation as to number of years; the estimate of the revenue the Township will collect if the millage is approved and levied in 2008 is approximately $81,247.00 (this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963, and will allow the Township to levy the maximum charter millage rate of 5 mills as authorized by the Michigan Charter Township Act, Public Act 359 of 1947, as amended)?
