For the purpose of continuing Ingham County’s public transit program which primarily serves elderly and disabled persons in Ingham County, shall

the Constitutional limitation upon the total amount of  taxes which may be assessed in one (1) year upon all property within the County of Ingham,

Michigan, be increased by 08/100 (.08) of one (1) mill, $.08 per thousand dollars of state taxable valuation, for a period of five (5) years (2006-2010)

inclusive.  If approved and levied in full, this Millage will raise an estimated additional $562,335 for the transportation system in the first calendar

year of the levy based on state taxable valuation.

JUVENILE MILLAGE RENEWAL QUESTION

For the purpose of funding the continuing operation and enhancement of Ingham County's capacity to detain and house juveniles who are delinquent or disturbed, and to operate new and existing programs for the treatment of such juveniles, at the same millage level previously approved by the voters in 2002, shall the constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Ingham, Michigan, previously increased by 60/100 (.60) of one mill, $.60 per thousand dollars of state taxable valuation, be continued and renewed for a period of five years (2007-2011) inclusive.  If approved and levied in full, this millage will raise an estimated $4,386,218 for juvenile housing and programming purposes in the first calendar year of the levy based on taxable value.

CAPITAL AREA DISTRICT LIBRARY

CAPITAL AREA DISTRICT LIBRARY PROPOSAL FOR A DISTRICT WIDE MILLAGE

For the purpose of supporting the continued operation of the Capital Area District Library, shall the limitation upon the taxes that may be assessed within the library's service area in one (1) year be authorized at one fifty-six hundredths (1.56) mills for a period of four (4) years (2006 - 2009) inclusive?

The capital Area District Library, composed of thirteen community libraries, was formed by agreement between the City of Lansing and the County of Ingham.  The Library's service area includes all property within the County of Ingham including those parts of Windsor Township and Delta Township within Eaton County that are within the City of Lansing, but excluding the City of East Lansing and those parts of Locke Township and White Oak township that are within the Fowlerville District Library geographical area.

The millage amount of 1.56 mills is $1.56 per thousand dollars of taxable value and includes an additional  .1181 mills over the previously expired millage.  If approved and levied in full, this millage request of 1.56 mills will generate an estimated $9,989,000 for the Capital Area District Library in the first calendar year.

Shall the limitation on the amount of taxes which may be assessed against all property in the Charter Township of Lansing, County of Ingham, State of Michigan, be increased by and the Township Board of Trustees be authorized to levy 1 mill ($1.00 on each $1,000.00 of taxable valuation) for a period of 10 years, 2006 to 2015, inclusive, to provide additional funds for operating purposes (.9513 mill of the above is a renewal of millage which expired with the 2005 tax levy and .0487 mill is a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963); the estimate of the revenue the Township will collect if the millage is approved and levied in 2006 is approximately $341,174?

“Shall the Northeast Ingham Emergency Service Authority levy a tax on all of the taxable property within the limits of the Authority at a rate not to exceed three-quarters (0.75) mill (75 cents per $1,000 of taxable value) for the fifteen (15) year period from 2006 through 2020 inclusive for the purpose of purchasing, leasing, constructing, or otherwise acquiring, land, buildings, fixtures, equipment, vehicles, and improvements to land and buildings, and for the purpose of paying the leasing and financing costs thereof (including future costs of existing leases) which if levied will raise in the first year of such levy an estimated $408,610.00? The proposed tax levy is authorization of new additional millage.”

STOCKBRIDGE AREA EMERGENCY SERVICES AUTHORITY MILLAGE PROPOSAL

Shall the limitation on the amount of taxes which may be levied against all property in the Bunker Hill Township, Stockbridge Township and White Oak Township, Ingham County, Michigan and in Waterloo Township, Jackson County, Michigan, be increased by 1.1 mill (an ad valorem tax of $1.10per thousand dollars of taxable value) for five (5) years, for the period December 2006 through December 2010 inclusive, for the purpose of funding the operation of an capital equipment, facilities and improvements for the Stockbridge Area Emergency Services Authority and its provision of fire protection, emergency medical services, including ambulance transport, and other emergency health and safety services as authorized by Section 12 of Act 57 of the Public Acts of 1988, as amended, that being MCL 124.612, which millage, if approved and levied, will raise in the first year of levy and estimated $376,099.00?

Shall the limitation  on the amount of taxes which may be assessed against all property, excepting principal residence and qualified agricultural property, in Northwest Community Schools, Jackson and Ingham Counties, Michigan, be increased by 16.9487 mills ($16.9487 on each $1,00 of taxable value) for a period of five years, 2007 through 2011, inclusive, to provide funds for operating purposes, such increase being an estimated renewal of 16.9487 mills which will expire with the 2006 tax levy (the estimated amount of revenue that will be collected in calendar year 2007 if said 16.9487 mills is authorized and levied is $3,128,564, all of which will be disbursed to Northwest Community Schools)?
