Fifty percent of the County's share of Liquor Tax receipts is allocated to the Mid-South Substance Abuse commission, which subcontracts with various agencies for the provision of substance abuse treatment and prevention services. This allocation is required unless the County chooses to use all Liquor Tax funds for property tax relief.

The Mid-South Substance Abuse Commission is the designated substance abuse coordinating agency for Ingham, Calhoun, Clinton, Eaton, Gratiot, Hillsdale, Jackson, Lenawee, and Shiawassee Counties. The agency is responsible for needs assessment, planning, evaluation, coordination of and contracting for substance abuse prevention, treatment and assessment services in the region.
