FREE PRESCHOOL
PROGRAMS
Preschool
experiences help children get ready for Kindergarten and improve school
success. In our area, there are two
types of free preschool programs for children ages 3-5. The first, Head Start, is a federally funded comprehensive
preschool program for families who meet income eligibility requirements. The second is the State funded Michigan
School Readiness Program (MSRP) for four year olds who meet program eligibility
requirements based of risk factors. This
handout will explain more about each of these programs and where they are
offered.
Head Start
Head Start is
a comprehensive child development program that serves income eligible
children ages 3-5 and their
families. Head Start provides
comprehensive education and health services to low-income children to insure
they will be healthier and better prepared for success in school and life. Head
Start offers full-day and half-day preschool classroom experiences to build
children’s school readiness. Head Start
promotes family self-sufficiency by providing educational opportunities to
parents and establishing family partnerships designed to build upon the
strengths of each family. Head Start
programs offer health screenings to evaluate each child's overall health status
and regular health check-ups as well as daily practices in oral health,
hygiene, nutrition, personal care and safety during their classroom
routine. Head Start provides
transportation for enrolled children on their bus routes for each Head Start center’s
service area. Capital Area Community
Services (CACS) Head Start operates programs in Ingham, Eaton, Clinton and Shiawassee counties.

Michigan School Readiness Programs (MSRP) are funded through
the State Department of Education for four year olds who meet program
eligibility requirements. An MSRP
program can be provided through a community-based
child care center program or local school districts. MSRP’s were
developed to ensure that at-risk preschoolers can receive high-quality early
education. The main focus is
school readiness and successful transition from preschool to
Kindergarten. Parent involvement is encouraged and reinforces to parents
how their actions and involvement in the school experience can influence the
success of their child. For information
